Idea Scope

Does an idea know it's scope at it's conception?  Often not.  Radio, and Frontier before it, approach tantalizingly close to a continuum of granularity -- outlines entries, news blurbs, text blobs, and tables of blobs, and links between them.  Where it misses in providing the transitions between these levels. 

In radio, the debate between a story and a news blurb is a tough one for me.  I have to make a judgement, and I can't *easily* change my mind later on if the idea blossoms in the case of a news item, or stalls in the case of a story.
