Note the problems caused on the Web by making no distinction between a document's identity and its address.
The Bloggle Problem boils down to essentially this. Google and web search engines would benefit from document id's for tracking replicated materials around the net. Doing this at a fragment level is probably better suited to a different venue, like "RCS".
